PETC IT providers, PETC owners binatikos

MANILA, Philippines - Binatikos ng gru­ pong Private Emission Testing System (PETC) for Environment Protection ang mga may ari ng Private Emission Testing Centers for Motor Vehicles na tu­matayo ding bilang PETC IT Pro­viders dahil sa ka­walan ng kredibilidad ng mga ito at pagkaka­dawit sa isyu ng “Conflict of Interest.”

Sa liham na ipinadala ni Macario Evangelista, Tech­nical Director of the Association of PETCs sa bansa kay Land Transportation Office (LTO) chief Alberto Suansing lubos umano silang na­ba­bahala sa pagkaka­roon ng conflict of inte­rest ng PETC IT providers dahil sila din ang mga may ari at nag o-operate ng mga PETC.

“These PETCs “get favorable upload and turnaround time from the IT providers. It must be recalled that Atty. Dan Barrameda of RDMS, one of the PETC IT providers, himself admitted in a published news report that it is true that some of the PETCs are owned and operated by the PETC IT providers themselves,” ayon pa sa grupo.

Inirereklamo din ng grupo ang Temporary-Refusal-to-Upload or TRU na ini institutiona­lized ng mga PETC IT providers upang puma­bor sa mga nagma­may-ari ng mga malalaking PETC at tuluyang ma­wala ang mga maliliit na emission testing centers na kanilang kalaban sa negosyo dahil nililimi­tahan ng TRU ang tran­saksiyon ng mga maliliit na emission testing centers.

“This is a critical problem that threatens the credibility and effectiveness of the entire emission testing system. The main problem with PETC IT providers owning PETCs is that other PETCs not owned by them,” ani Evangelista.
