Chinese man on Immigration blacklist for illegal recruitment

MANILA, Philippines - The Bureau of Immigration (BI) has included a 35-year-old Chinese national in its blacklist for his alleged involvement in the illegal recruitment and deployment of overseas Filipino workers (OFWs) to Hong Kong.

In a statement, BI Commisioner Marcelino Libanan said the agency banned Zhu Zhun Guang, a native of Fujian, China, from the Philippines based on a report by the Department of Foreign Affairs.

The Philippine consulate in Guangzhou, China said Zhu has allegedly been illegally recruiting Filipinas to work in Hong Kong without the required permits from the Philippine Overseas Employment Administration (POEA).

According to the DFA, Chinese authorities discovered Zhu’s alleged illegal activities when they raided his recruitment agency. He reportedly confiscates the passports of his victims when they arrive in Hong Kong, leaving them at the mercy of their recruiter and employers.

Records seized by the police during the raid allegedly yielded the names of some 100 Filipinos who were already recruited and deployed by the agency to work as domestic helpers in Hong Kong.

The DFA said it has issued a circular directing all its posts abroad not to issue any Philippine visa to Zhu.
