Cop files gun raps vs own boss

A policeman filed a complaint Friday against his immediate superior for allegedly pointing a gun at him, hitting him and even detaining him after the latter accused of sending him text messages challenging the official to a gunfight.

Bringing witnesses with him, Police Officer 3 Benigno Panelo went to the Criminal Investigation and Detection Unit of the Quezon City Police District to file a complaint of grave threats, physical injuries and conduct unbecoming of an officer against Chief Inspector Rolando Bumagat, who heads a community precinct of the QCPD Station 11. Bumagat was not available for an interview.

According to Panelo, he was patrolling E. Rodriguez Avenue Thursday night when he left his post to pick up volunteer Henry Guevarra to join him in conducting patrols.

Upon his return, Panelo said he was surprised to see Bumagat at around 2 a.m. with four policemen. Panelo said he was disarmed as Bumagat pointed an M16 rifle at him. He said he was then handcuffed, forced into a police car and kicked.

When they arrived at the station, Bumagat allegedly forced Panelo into a detention cell. Panelo said he was punched in the face when he resisted.

According to Panelo, Bumagat claimed he received a text message from an unknown sender, challenging him to a gunfight. Panelo denied he sent the text message.

QCPD Station 11 commander Superintendent Carlito Feliciano said he will investigate the incident. – Reinir Padua
