MPD transfers 13 cops to the provinces
The Manila Police District (MPD) has transferred 13 police superintendents (equivalent to the rank of colonel in the military) to provinces in compliance with the transformation program of Philippine National Police chief Director General Jesus Verzosa.
The affected police officials were found to have no equivalent position in the PNP’s table of organization. The MPD has 43 police superintendents in its roster, four of whom are set to retire this year while 15 occupy posts that ideally should be occupied by those lower in rank.
The 13 retrenched officials are Superintendents Hilario Orallo, Armando Bolalin, Jason Cipriano, Antonio Militar, Rizaldy Yap, Larry Aniceto, Reynaldo Ramirez Jr., Carlito Valenzuela, Alfredo Consemino, Ernesto Salvador Tagle, Mario de la Vega, Vicente Tan and Lilian Castillo. The 13 have already received their walking papers and are being briefed for their posting in the provinces on Oct. 16.
PNP records showed that most police regions lack superintendents. Region 1 needs 20 superintendents; Region 3, 41; Region 4-B, 30; and Autonomous Region in Muslim Mindanao, 65.
The PNP’s Integrated Transformation Program is a 10-year program designed to resolve organizational issues, strengthen law enforcement capabilities, and promote the career development and benefits of police personnel.
Aside from the MPD, the Quezon City Police District is reportedly staffed with over-qualified superintendents whose positions are not included in the table of organization. – Nestor Etolle
