Contractor says LTO's IT systems now up to par

The firm handling the computerization of the Land Transportation Office (LTO) said yesterday it has solved the deficiencies found by the Commission on Audit (COA) in 2007.

Vivencio Dizon, Stradcom Corp. assistant vice president for media and public relations, told The Star that system failures that plagued the LTO’s information technology (IT) systems for issuing and renewing driver’s licenses and the registration of motor vehicles have been minimized, if not totally eradicated.

Dizon said the LTO has already disallowed the manual uploading of “offline” transactions undertaken during bogdowns in Stradcom’s IT system.

Dizon said that starting this January, only manual transactions undertaken during bogdowns caused by external factors such as power blackouts or disconnection of telecommunication lines are allowed.

Dizon also said Stradcom had already fully implemented nationwide the computerization of the LTO’s Inventory Management System (IMS) for license plates and various forms issued by the agency, and the Manufacturers, Assemblers, Importers and Dealers Reporting System (MAIDRS), which monitors the manufacture and importation of vehicles. – Rainier Allan Ronda
