Manila policemen relieved for alleged hulidap

Manila Police District director Chief Superintendent Roberto Rosales has relieved two Manila policemen over allegations of hulidap or extortion activities which has been circulating in various e-mails.

Senior Inspector Rolando Mendoza and PO2 Wilson Gavino were relieved from the Mobile Patrol Unit and temporarily re-assigned at the District Mobile Force Unit while criminal and administrative charges were being readied against them. The two shall also be sent to Subic, Zambales for moral transformation, according to Rosales.

The MPD chief virtually acknowledged the illegal activities of the two policemen after admitting that complaints of hulidap or extortion against personnel of the Mobile Patrol Unit has considerably gone down with the relief of the subject policemen.

Mobile Patrol Unit chief Superintendent Rolando Tumalad said that with the relief of the two recalcitrant policemen his unit is slowly regaining the trust and confidence of the people.         

Rosales personally read in the Internet the complaints against the illegal activities of the two cops under the subject: “FW: Beware of a group of Manila cops.”

The e-mail narrated an incident wherein a chef from a five-star hotel was apprehended by two Manila cops over alleged illegal drug activities. The cops searched his car and reportedly found drugs and paraphernalia. The cops told him to withdraw money from an automated teller machine in exchange for his release. When he resisted, he was brought to the MPD station where he was beaten up and forced to eat shabu so that he will be tested positive for drug use. He was ordered by the cops to produce P200,000 and no case will be filed against him.

The following day, the chef’s friend produced P20,000 and was immediately accepted by the cops. When he was released, the chef found out that seven of his friends were also victimized by the same policemen using the same modus operandi. The victims later found out that the subject policemen were Mendoza and Gavino. 

Rosales said he will never condone the illegal activities of his men and called on the victims to come forward and file appropriate charges against the two cops, assuring complainants of their security.
