HLURB ‘too nice’ to defiant BF exec

The Housing and Land Use Regulatory Board is allegedly being too kind to the president of the United BF Homeowners Association Inc. (UBFHAI) despite the latter’s defiance of HLURB orders to turn over control of the group.

Former UBFHAI president Rolando Navarro said the HLURB should prosecute Cesar Reyes for going against its Nov. 8, 2007 and Jan. 18, 2008 decisions that practically unseated him.

“He has never followed the HLURB,” Navarro told The STAR, reacting to Reyes’ proposal for the conduct of a joint election of UBFHAI officers through the creation of a six-member election committee whose members would be composed of three representatives from opposing sides.

Navarro said the HLURB should not entertain such ideas coming from Reyes.

Reyes floated the idea of giving the HLURB’s management committee three election committee seats after announcing that he and other UBFHAI officials will hold an election separate from that called by the management committee.

The HLURB tasked its management committee to hold elections after conducting an audit of the UBFHAI’s records following allegations of graft hurled against Reyes.

The management committee, without directly rejecting the proposal, said it is merely following the orders of the HLURB which states that they are the ones authorized to call and conduct polls.

The HLURB, after learning of Reyes’ idea, said an amicable settlement between opposing parties may be forged if a formal proposal is submitted and if the Board of Commissioners will approve it.

Navarro said entertaining Reyes’ idea is like letting him get away with blatantly violating HLURB orders just because he now has a so-called “win-win solution” to a particular problem.   – Michael Punongbayan
