4 Sampaloc cops face raps for planting evidence
Chief inquest fiscal Nelson Salva also found the four criminally liable for robbery extortion, with a P100,000 bail for each of them. The charges of qualified bribery are set for further investigation, Salva said in the criminal information sheet.
According to Superintendent Nelson Yabut, chief of the criminal investigation and detection unit (CIDU) of the Manila Police District (MPD), the prosecutors found Sampaloc anti-drugs head Chief Inspector Resty Nicandro, Senior Police Officer 1 Maurito Reneido, PO2 Christopher Pantaleon, and PO1 Victorino Salao “conspired” to plant a plastic sachet of shabu in the wallet of Jesusa Manalangsang.
Jesusa’s mother, Leonor, was allegedly forced by the four policemen to pay P40,000 for the release of her daughter and her companion.
Aside from criminal charges of robbery extortion, qualified bribery and planting of evidence, administrative charges of grave misconduct were also filed against Nicandro and his men.
MPD director Chief Superintendent Roberto Rosales said the pre-charge unit of the district has already forwarded its investigation against the four policemen and their colleagues – SPO1 Benedicto Llorica, PO2 Jesus de Leon and PO1 Ernesto Pacierto – to the National Capital Region Police Office (NCRPO), which will order the summary hearings against them.
Nicandro, Reneido, Pantaleon and Salao are detained at the MPD’s integrated jail, while Llorica, De Leon and Pacierto have been absent without official leave (AWOL) since Oct. 30.
Meanwhile, Sampaloc police station chief Superintendent Ernesto Barlam has recommended the conduct of pre-charge investigation against the four policemen. He also slapped a 90-day preventive suspension against them to prevent a whitewash of the case. – Nestor Etolle
