PNP to reshuffle officials before b’gay polls

The Philippine National Police (PNP) is ready to implement a revamp in the police force before the Commission on Election (Comelec) imposes its election ban on the promotions or movement in any government position.

PNP chief Director General Oscar Calderon has approved the option of five police officers to go on non-duty status prior to their retirement should the barangay and Sangguniang Kabataan elections push through on Oct. 29. The election ban would take effect on Sept. 29.

The police officers who might go on non-duty status in preparation for their retirement are Director Servando Hizon, chief of the Directorate for Intelligence (DI); Director Wilfredo Garcia, chief of the Directorate for Operations; Director Ernesto Belen, head of the Director for Logistics; Southern Tagalog Police Regional director Chief Superintendent Nicasio Radovan; and Chief Superintendent Napoleon delos Santos of Logistics Support Service.

Delos Santos will retire on Oct. 7; Hizon on Oct. 23; Garcia on Nov. 5; Belen on Nov. 7 and Radovan on Nov. 8.

Aside from Calderon, a source said the Senior Officers Placement and Promotion Board (SOPPB) has also approved the move that would give way to a reshuffle in the police force before the start of the ban.

The source said the revamp would affect at least 10 officers who would be promoted to their positions. The non-duty status, meanwhile, is being availed by police officers who have less than three months in the service to allow them to prepare all the requirements for their retirement.

The source, however, said that if the barangay and SK elections will be postponed, the revamp might not be implemented.

Under the law, any movement – such as promotions to  any government position – is prohibited a month before the polls.

The source also said Hizon will be replaced by his deputy Chief Superintendent Dante Ferrer, while Garcia will be replaced by Chief Superintendent Silverio Alarcio, who is currently the chief of Central Visayas Police Regional Command.

Alarcio will be replaced by his deputy, Chief Superintendent Ronald Roderos, while Radovan’s position as chief of Region 4A, which is composed of Cavite, Laguna, Batangas and Quezon will be given to Chief Superintendent Ricardo Padilla.  – Cecille Suerte Felipe
