Rabaya slay witness in police custody

Police have placed under its custody a woman who could shed light on the killing of Quezon province congressional candidate Vicente Rabaya Jr. over the weekend in Quezon City.
Superintendent Frank Mabanag, chief of the Quezon City Police District-Criminal Investigation Unit (QCPD-CIU), said the woman, whose name was not disclosed, allegedly "acted as an accessory to the crime." She was picked up in Atimonan, Quezon early yesterday morning.
"(She) is a primary, vital witness to the case. Rabaya was supposed to meet her at Ali Mall when he was accosted by two men who brought him to a different location when it was confirmed he was indeed the congressional candidate Butch Rabaya," Mabanag said.
He said one member of his team is now in Camp Nakar in Quezon questioning the woman.
During the Talakayan sa Isyu ng Pulis (TSIP), a weekly forum sponsored by the Philippine National Police (PNP), Mabanag said the woman could have provided the killer with information on Rabaya’s whereabouts and the type of vehicle he was riding.
Rabaya, 43, sustained one gunshot wound each in the head and abdomen and was found dead inside his rented Toyota Fortuner parked along Katipunan Avenue, Quezon City last March 31.
Although police have yet to find someone who actually witnessed the crime, Mabanag said investigators surmised that Rabaya was killed somewhere along the stretch of 33.3-kilometer distance from Ali Mall in Cubao to Katipunan Avenue.
With the arrest of the woman, Mabanag expressed confidence that the murder of Rabaya will be solved in "a matter of days."
He also noted that police investigators are looking at politics as the most likely motive for Rabaya’s slay.
PNP chief Oscar Calderon also ordered QCPD’s Senior Superintendent Magtanggol Gatdula to form a special investigating team that will conduct an in-depth probe and identify Rabaya’s killers as well as the motive for and the mastermind behind his murder.
Rabaya was running for a seat in Congress representing the fourth district of Quezon province.
