Manila first to comply with juvenile law

In compliance with the Comprehensive Juvenile Justice Welfare Act (CJJWA), Manila City Hall yesterday returned 13 minors in conflict with the law to their parents and guardians.

Mayor Lito Atienza turned over the youths, some as young as 12 years old, to their parents in ceremonies held at the Villegas Hall during the initial implementation of their program for children in conflict with the law.

The CJJWA, or Republic Act 9344, took effect last May.

"We are the first local government unit to fully implement the law. We must implement it first, we must try out its full impact, its beneficial effects. I am convinced that bringing them back to their families and their community would produce good effects. The community and barangays, on the other hand, should provide direction for our youth," Atienza said.

Dr. Jose Baranda, officer-in-charge of the Manila Department of Social Welfare, said they have released 13 children, who are 15 years old and below. The remaining 11 wards, aged 15 to 18, would soon be discharged from the Manila Youth Reception Center located along Arroceros street. – Evelyn Macairan
