Lawmaker blames illegal mining for Malabon floods

Malabon-Navotas Rep. Ricky Sandoval said yesterday the "unabated illegal mining activities" at the Angat Dam watershed in Bulacan was one of the main factors for the flooding in his district.

"Illegal mining in the watershed has resulted in the denudation of the forest. Malabon City and Navotas have become direct recipients of flash flood that pass through the Tullahan River, causing heavy floods during typhoons," he said.

Sandoval said he is initiating a congressional inquiry on Bulacan officials, particularly Gov. Josie de la Cruz, for allegedly allowing the operation of small-time miners at the protected area.

The lawmaker said at least four small-scale mining operators had been given permits to operate within the Angat watershed reservation area.

He added that deforestation of the watershed is also endangering the main source of Metro Manila’s potable water.

"Within a few weeks, we will invite the governor to Congress for she has a lot of explaining to do for the illegal mining operation in the area," the congressman said.

De la Cruz, in a radio interview, denied Sandoval’s allegations, saying the miners that had been given permits were operating outside the Angat Dam’s protected area.

She even challenged Sandoval to come to Bulacan and see for himself the areas where the miners are operating.

Sandoval, however, said he has documents to prove his allegations.

He said that within two weeks, a congressional inquiry would be undertaken.

"My main concern here is the flood issue," the congressman said.

During last month’s typhoons, most parts of Malabon and Navotas were severely flooded, affecting thousands of residents.
