Bulaong endorses deputy as next MPD chief

If he had his way, retiring Manila Police District (MPD) director Chief Superintendent Pedro Bulaong wants his successor to come from the rank of Manila policemen.

In a farewell luncheon with the MPD Press Corps yesterday, Bulaong introduced his deputy for administration, Senior Superintendent Danilo Abarzosa, as "the incoming MPD director."

Bulaong, who has served as MPD director for four years, is set to retire from the police service on his 56th birthday on Aug. 1.

A Philippine National Police Academy (PNPA) graduate, he broke tradition by serving as Manila police chief for four straight years, with Philippine Military Academy (PMA) officers waiting in the sidelines.

There are reports that Bulaong would be named director of the National Bureau of Investigation (NBI) upon his retirement from the police service.

"Of course, I want Col. Abarzosa to succeed me. He is an original Manila policeman who rose from the ranks," Bulaong said when pressed to name his choice for the next MPD chief.

Besides Abarzosa, whom Camp Crame sources say is a darkhorse, those mentioned as possible successors are PMA officials Senior Superintendents Roberto Rosales and Nilo de la Cruz.

Another PNPA alumnus and an original Manila policeman, Senior Superintendent Elmer Jamias, is also a strong contender for the post.

Sources said even Manila Mayor Lito Atienza prefers an original Manila policeman to take over the helm of the MPD.

Under the law, the local executive has the prerogative to choose his chief of police for approval of the President.

Atienza was quoted by his aides as preferring leadership and management qualities rather than seniority as basis for selecting the next MPD chief.

Performance, vision and will to implement his urban renewal program are the main criteria for Atienza’s choice, according to sources.

Residents interviewed by The STAR are also expecting Atienza to choose the next MPD chief who is "a well-rounded, experienced and a true-blooded Manileño."

According to Manila barangay officials, they prefer to have a police director they already know rather than having a new face.

The officials added they are expecting a police chief who has a wide experience in the field of security operations and has a vast knowledge of protecting Malacañang and other vital installations in the city.

"We do not want a weak chief of police. We want somebody who has proven his worth as an outstanding Manileño," the barangay officials said.

If an original Manila policeman is to be the gauge in the selection process, sources said Jamias seems to have an edge over Abarzosa, since the latter was originally assigned at the Pasig police force before transferring to the MPD.

However, Manila police sources said the PMA alumni is moving "heaven and earth" to have the next MPD chief come from their organization. — Nestor Etolle
