Nominees in search for top execs in public service bared

The Career Executive Service Board (CESB) has announced the 10 nominees for the 2006 Search for Outstanding Career Executive Officers, which recognizes, rewards and promotes performance excellence in public service.

CESB said the final nominees are Casimira Balandra, regional director of National Economic and Development Authority (NEDA), Region 10; Nelson Buenaflor, president of Quedan and Rural Guarantee Corp. (QUEDANCOR); Augusto Capio, regional director of Technical Education and Skills Development Authority (TESDA), Cordillera Administrative Region (CAR); Everdina Doctor, regional director of Department of the Interior and Local Government (DILG), CAR.

Also in the list are Ponciano Ligutom, regional director of Department of Labor and Employment (DOLE), Region 10; Palawan Lomondaya, department manager A of National Power Corporation (NAPOCOR), Iligan City; Annelo Lontoc, assistant secretary of Land Transportation Office (LTO); Sol Matugas, regional director of Department of Education (DepEd), Region 8; Aileen Riego-Javier, deputy executive director for Medical Services National Kidney and Transplant Institute and Evelyn Trompeta, regional director of DILG, Region 6.

Imelda Guanzon, CESB program coordinator, said they are requesting any feedback or information, either positive or negative, about the final nominees.

The information can be submitted to the Office of the Executive Director, Career Executive Service Board, 3 Marcelino street, Holy Spirit Dr., Quezon City, or via e-mail: oed@cesboard.gov.ph on or before July 14, 2006.

The CESB launched the program to honor third level civil servants distinguished for exemplary leadership and outstanding achievements in their work.

"The program aims to highlight accomplishments not only to reward good performance, but most importantly, to motivate others in government to give their best in public service," he board said.

Non-eligibles are then persuaded to aspire for third level eligibility and, in turn, help further professionalize the CESB and the entire bureaucracy as well.

Criteria in outstanding achievements include value-adding ideas, cost-saving procedures, innovative programs/projects and other meaningful contributions assessed for the noteworthiness, impact, reliability and effectiveness.

"Consistency and exemplary leadership shall be assessed based on demonstrated competencies leading change, developing and leading people, working for results, managing resources and technologies, building partnerships, and exemplifying integrity," the CESB said.
