QC protests choice of top police district

Quezon City Mayor Feliciano Belmonte Jr. lodged a formal protest yesterday with the National Capital Region Police Office (NCRPO) against the selection of the Manila Police District as the Best NCR Police District for 2005.

In his protest, Belmonte said he is aware of the accomplishments of the Quezon City Police District (QCPD) and has been following with great interest and concern any development in the police district.

The mayor vowed to bring the matter to higher authorities to give justice to the QCPD’s effort in effectively policing the city.

He said he has always lauded QCPD director Chief Superintendent Niacasio Radovan and his commanders and police operatives for a job well done, especially in the areas of peace and order, crowd control management, community relations, and the anti-car tehft drive as well as the Night Watch project of the NCRPO.

The mayor said the QCPD rightfully deserves the rating it received, based on the Performance Evaluation Rating (PER) during the four quarters in 2005 and be the Best Police District in the National Capital Region for 2005.

He said the QCPD, despite its lack of manpower, in terms of policeman-population ratio, was able to effectively neutralized carnapper groups in the city.

The mayor’s protest stemmed from the selection of the MPD as the Best NCR Police District for 2005.

Belmonte based his protest on the NCRPO’s consolidated performance evaluation rating, which clearly showed the QCPD consistently ahead in terms of total score obtained from the first to the fourth quarter of last year.

The QCPD obtained a total 718.05 points in the first; 733.41 in the second, 779.75 in the third, and 689.15 in the fourth quarter, for a total of 2,960.36.

Meanwhile, MPD got 702.60 points in the first; 744.78 in the second; 718.92 in the third, and 692.47 in the fourth quarter for a total of 2,858.77.

The Southern Police District even scored better than MPD, with 2,958.64 total points, placing second; Northern District, fourth, with 2,816.34 and Eastern Police District, fifth, with 2,781.14.

Belmonte said overall, the QCPD edged MPD by a total of 101.59 points.

He said that even MPD’s 692.47 total points against QCPD’s 689.15 in the fourth quarter would not be enough to dislodge QCPD from the No. 1 spot.

The mayor lamented that whatever the criteria for the performance evaluation rating set by the NCRPO, there is no doubt that the QCPD had the highest score, except in the fourth quarter, among the five police districts last year.
