The body of a 26-year-old laborer, believed to be a victim of summary execution, was found in a flooded street in Navotas on Friday.
Elmer Leza, a resident of Kaunlaran Village, Barangay North Bay Boulevard South (NBBS), sustained two fatal stabbed wounds in the nape and in the back of the body.
Leza was found sprawled near the main gate of ADC Ready Mix Concrete Co. on Lapu-Lapu Avenue at around 9:35 p.m.
Police are still investigating the case.
At around 6:45 a.m. on Oct. 2, a decomposing body of an unidentified man was also found floating on the seashore in Barangay Sipac Almacen by one Artemio Esguera, 48, a fisherman.
On the same day, at around 11 a.m., the body of a one-year-old boy placed inside a carboard box was discovered by scavengers under the Marala Bridge in Barangay San Rafael.
Both cases are still being investigated.
Meanwhile, in Caloocan City, police are strengthening its intelligence and investigation office in the Caloocan North.
The move came after Mayor Enrico Echiverri took notice that investigation of criminal cases in the northern part of the city are still being processed at the police main office on Samson Road in the city proper.
Echiverri said that it is necessary that the police investigation bureau in the North be beefed up to make it easier for both police officers and the parties involved to follow-up cases.
Caloocan has 188 barangays, mostly situated in the North, Camarin and Bagong Silang being the two biggest villages.
These areas have a combined population of almost a million with only a few police officers tasked to maintain its peace and order.
Bagong Silang, which is almost always the center of police attention due to its crimes, has only around 15 policemen. Pete Laude
