Sabotage or bank rob dry run?

Metropolitan Manila Development Authority (MMDA) Chairman Bayani Fernando said yesterday it was possible that some people wanted to sabotage the agencys traffic programs by scattering iron spikes in EDSA.
"Were really thinking kung sino ang gumawa ng kasalbahihang ito. Perhaps they want to embarrass the MMDA in our effort to ease the traffic on EDSA," Fernando told reporters yesterday.
Fernando said there are many possible motives behind the incident, including one as flimsy as a mischievous streak.
But Fernando said it could be that the incident was a practice run for some groups to see how effective their plans would be for staging a bank robbery. The iron spikes on the road could be part of a getaway plan.
Fernando said the MMDA would be more vigilant to prevent any other similar incident.
He also appealed to those behind Thursdays incident not to repeat what they did.
Some 100 iron spikes were scattered reportedly by two men on board a motorcycle across the southbound lane of the EDSA-Shaw underpass.
The sharply welded spikes punctured the tires of 39 vehicles. No one was reported injured.
