Binay sacks another staff

Less than a week after firing a traffic enforcer for extortion, Makati City Mayor Jejomar Binay has ordered the dismissal of another city employee for allegedly raping a 17-year-old girl last week.

Leopoldo de Leon, 41, a member of the Makati Department of Public Safety (formerly Mapsa) assigned to the City Pound was accused of raping a girl who is suffering from mental disorder. Based on the records of the Women and Children’s Desk of the Makati police, the incident took place last Friday afternoon at the house of the victim in Barangay San Antonio, Makati City.

The mother of the victim told the police that she heard a commotion at the ground floor of their house and saw the suspect inside with her daughter with his pants down. She immediately notified her brother-in-law who apprehended the suspect, a former neighbor of theirs, and turned him over to the police. Her daughter also told her that the suspect inserted his finger into her genitalia.

Last Tuesday the Makati police filed charges of rape and child abuse before the City Prosecutor’s Office.

Even while his case is still being heard, Binay ordered the Department of Public Safety chief Hermenegildo San Miguel to dismiss De Leon.

"I have already ordered the immediate termination of De Leon from office and I will personally see to it that speedy justice will be served in favor of the victim and her family," Binay said.

Last Monday, Binay ordered the dismissal of a Mapsa traffic enforcer for extorting P300 from a Spaniard he apprehended for jaywalking.
