"If the basis of the recent promotion of a number of our fellow policemen was the last May 1 failed attack of Malacañang, we were also there. But what we are appealing now is the meritorious promotion due us for a long time but has yet to be acted upon by people concerned," the groups unofficial spokesman, told The STAR.
A group of 65 ranking policemen was meritoriously promoted from 1991 to 1997, but they were again promoted to the same rank retroactive 1991 to 1992.
"Accordingly, an official can only be promoted once to the same rank and therefore he is qualified to be promoted to a rank higher," the official explained.
The official said that his group, now consisting of more than 20, has been appealing their promotion ever since but due to alleged unequal treatment within the PNP, their petitions were left unanswered.
"The delay in the action by the Napolcom on our request has caused demoralization among our group," he said.
