Solon’s illegal project demolished

Taguig Municipal Engineer Marcelo Serpajuan yesterday led the tearing up of a cemented pavement in Barangay Lower Bicutan illegally being constructed on top of a creek to the Laguna Lake.

Contractor C.S. Garcia Construction initiated the construction with no permits from the local government nor clearance from the Department of Environment and Natural Resources. The cemented pavement is a project of Taguig-Pateros Rep. Alan Peter Cayetano with the DPWH 1st Metro Manila Engineering District as implementing agency.

The contractor ignored the three notices served by Serpajuan’s office ordering them to stop the illegal construction.

The 200-meter concrete pavement intended to serve as an alley from M. L. Quezon St. to the lakeshore was covering the 2.5 meter creek.

Engineer Serpajuan said that the multiple scaffolding beneath the pavement was blocking the free flow of water in the creek. The design has no provision for manholes to access the creek after residue shall have caused the creek to clog. The absolute result would be massive flooding.

However, the project was being implemented amid Taguig Mayor Freddie Tinga’s intensified campaign on the cleaning, declogging, dredging and rehabilitation of all existing creeks, rivers and waterways in the municipality in preparation for the rainy season.

Residents in the area, led by Lower Bicutan Barangay Chairman Ben Cruz aired their objection to the project fearing that this will cause floodings.
