City reviews revenue sharing with Capitol

CEBU, Philippines - A Talisay City councilor is asking the Capitol for copy of the latest Cebu Revenue Code, particularly on how revenues from the apprehension of delivery trucks with no province-issued stickers are shared with the city.

Danilo Caballero, member of the city's Peace and Order Council, said the Office of the City Mayor implemented some provisions of the Provincial Revenue Code, particularly the apprehension of erring delivery trucks that pass through the city's territorial jurisdiction.

"As far as fines and other penalties are concerned, there is a need for the local government of the City of Talisay to be well-informed pertaining to the exact sharing scheme set by the aforementioned Revenue Code of the Province of Cebu," Caballero said.

Under the 2008 Revenue Code of Cebu, 25 percent of the professional tax will go to the town or city in which the tax is collected, while 75 percent goes to the provincial government.

Also, anyone operating trucks or vans, such as manufacturers, haulers, dealers, wholesalers and retailers, is required to pay a tax of P550 annually per heavy vehicle.

As with professional fees, 25 percent of the heavy vehicle fee will go to the town or city, while 75 percent goes to the province.

But Caballero said at present, the office of the city treasurer does not Receive Any additional revenues pertinent to the implementation of the revenue code, particularly on the reported apprehensions.

Caballero added that city government's space has been even used as an impounding area for apprehended vehicles.

"This august body recognizes the significance of having additional revenues for the welfare of Talisay," he said, adding that the city government needs the latest copy of the Revenue Code for proper monitoring and review.

"We want to be aware on the additional revenues that may be collected in favor of the city as the implementer, particularly in apprehending delivery trucks," he said. — (FREEMAN)
