Talisay pushes anti-noise measure

CEBU, Philippines -  A councilor in Talisay City is pushing a measure that seeks to regulate "unreasonable" loud sounds from videokes and karaokes, among others, in residential areas and public streets.

The author of the proposed ordinance, Councilor Aldin Diaz, said it is aimed at "protecting and advancing the right to a balanced and healthy ecology."

Diaz, a neophyte councilor and a former barangay official, said "sound becomes unwanted when it either interferes with normal activities, such as sleeping and conversations, or disrupts or diminishes one's quality of life."

According to the proposed measure, there have been numerous complaints against noise from establishments, especially those that are causing excessive noise in residential areas.

"(What we need is) a place where one can have a much-needed rest especially at night to rejuvenate the body for the succeeding day's activities. It is noted that there are several complaints like videoke/karaoke/sing-along establishments, especially located in residential areas, that are causing excessive noise in the wee hours of the morning and affects the community surrounding these establishments," Diaz said.

Further, the proposal said barangay residents are always complaining about the noise, especially during nighttime, while the operation of a videoke invites confrontation and possible conflict from the drinking public.

Diaz said he condemns the irritating disturbances and encouraged barangay officials and owners of commercial establishments to take specific steps.

According to him, the ordinance regulating operations of these establishments is needed in order not to disturb peace and order in the city.

Diaz, said the penalty clauses of his ordinance will be introduced on the second reading.
