Council asks JVR to convene over shelter plan

CEBU, Philippines - The Talisay City Council is asking Mayor Johnny de los Reyes to convene the local housing board for the conduct of strategic planning of the Shelter Plan Framework that is set for implementation in the next five years.

The SPF aims to ensure that the city's urban poor have access to affordable housing and security of tenure.

City Councilor Doroteo Emit, who authored the proposed resolution No. 2014-33-20, said the shelter plan is a comprehensive guide in undertaking various programs, projects and initiatives related to housing, in order to address homelessness and security of tenure of the urban poor residents of the city.

According to Emit, the current shelter plan of the city is due to expire next year and needs to be reviewed, assessed and updated according to the "current realities" in the city. Emit also sits as the chairman of the council's committee on urban planning and development.

"The drafting and creation of the plan entails a lot of work and therefore needs ample time," Emit said.

Emit in his resolution said it is the responsibility of the state to improve the conditions of the underprivileged and homeless citizens in urban areas and in resettlement areas by making available to them decent housing at affordable cost, basic services and employment opportunities. —  (FREEMAN)
