Fare-free but not permit-free JVR’s free bus rides need LTFRB nod for extra routes
CEBU, Philippines - The Land Transportation Franchising and Regulatory Board-7 advised Talisay City Mayor Johnny De los Reyes to get special trip permit if the "JVR Bus: Libreng Sakay Alang sa mga Talisaynon" will ply beyond its jurisdiction.
De los Reyes recently said he plans to extend the giving of free bus rides to Talisaynons for the convenience of court employees and litigants going to Qimonda IT Center at the Cebu City North Reclamation Area.
JVR already purchased another second-hand bus believed to be for the same purpose.
De los Reyes said Regional Trial Court Executive Judge Soliver Peras requested to him that the free rides be extended to Qimonda as they are concerned on accessibility of some court employees and litigants traveling the area.
But LTFRB-7 director Ahmed Cuizon said while he appreciates the free bus service of De los Reyes, the the mayor should secure bus permit in order to protect the riding public in the event of an accident.
"He needs special permit if he wants to extend his ply. The owner of the private vehicle will be responsible for the safety of his passengers. If naay disgrasya, he will be personally liable kay privately-owned vehicle man na," Cuizon said.
Since JVR's bus is on green plate, Cuizon said it is private vehicle.
"JVR's vehicle is private. Hence, no need for franchise since it does not operate for profit or business purposes. Only 'for hire' vehicles need franchises," Cuizon explained.
The service bus is available from 7 a.m. to 8:30 a.m. and from 5 p.m. to 6 p.m., Monday to Friday and can carry 70 passengers.
The pick-up point is at Talisay City Hall in Barangay Lawaan 2 and drop-off is at the Plaza Independencia in Cebu City.
The bus will ply Cebu South Coastal Road passing through the South Road Properties.
De los Reyes said he decided to give a free bus service after seeing many Talisay residents standing along the coastal road trying to hitch a ride to Cebu City. (FREEMAN)
