Amend TCC board composition? Chairman Aznar to take his time
CEBU, Philippines - Some questions have to be answered first before the move to amend the composition of Talisay City College Board of Trustees could take off, according to Councilor Richard Francis Aznar.
“There are a lot of questions as to why there is an immediate need to amend the ordinance. In my opinion, the present set up of the city college BOT…they are doing their job well,†said Aznar, also the chairman of the committee on education.
City Councilor Valeriano Ylanan, who authored the ordinance seeking to amend the school charter, wants provision on BOT composition changed.
Specifically, he is batting for the amendment of Commission on Higher Education Memorandum Order No. 32, Section 12 that specifies the composition of the BOT of local colleges and universities.
His proposed ordinance, however, was referred to the committee on education and the committee on laws for further study and review.
Aznar said he wanted to take his time in making his report regarding the pushed changing of the board composition.
“I will study it further if there is a need to change the composition of the board. I will be meeting with the committee right after Holy Week. Unsa man ang tumong ug katuyoan sa pag-ilis sa BOT?†Aznar told The Freeman.
Asked whether there is a political motive behind the move, Aznar said he is not entertaining the idea.
Ylanan is a known ally of Mayor Johnny De los Reyes, who himself earlier openly expressed his intention to change the existing ordinance.
At present, the board is reportedly composed of known allies of then Cebu first district representative Eduardo Gullas.
The TCC board has 11 members, namely the mayor as chairman; college president as vice-chairman; Cebu first district Representative Gerald Anthony Gullas as honorary member, Talisay City District Superintendent Woodrow Denuyo as board secretary.
The present members of the board are chairman of the committee on education, chairman of the committee on budget and finance, president of Cebu Normal University College, president of Cebu Technological University, regional director of CHED, city treasurer and the president of Talisay Chamber of Commerce.
If the proposed amendment ordinance of Ylanan will be approved, the composition of the city college will comprise of the mayor as chairman, college president as vice chairman and president of the faculty association as board secretary.
The members will be the president of Supreme Student Government/Council, the president of Alumni Association, chairman of the Sangguniang Committee on Education, a representative of CHED, a representative of Association of Local Colleges and Universities and a representative of the Talisay City Senior Citizens Federation.
