Drunkards may be punished soon

Garry B. Lao - The Freeman

CEBU, Philippines -  Talisay City Councilor Danilo Caballero filed a proposal before the city council seeking to strengthen and put "more teeth" to the law against drunk people who are acting unruly and roaming in public places.

City Councilor Edward Alesna authored the ordinance penalizing drunkenness in public places, which was approved on Feb. 15, 2011, but the ordinance has yet to be implemented.

In a resolution filed by Caballero and co-authored by Alesna, they are requesting Mayor Johnny De los Reyes to intensify the enforcement of the ordinance on drunkenness, particularly among youth aged 21 years old and below.

Under Sangguniang Panlungsod Ordinance No. 2011-06 as amended by 4th SP Ordinance No. 2011-03 provides under Section 1 that it shall be unlawful for any person drinking alcoholic beverages and is in a state of drunkenness in any street, alley, plaza, and other public places other than places of residence.

Individuals who are caught drinking in public places outside the allowable hours will be penalized according to frequency of offense.

For first offenders, a fine not less than P500 but not more than P1,000 plus one-day community service will be slapped.

Second offense constitutes a fine of not less than P1,000 but not more than P2,000 plus a three-day community service.

Offenders for the third time will be fined not less than P3,000 but not more than P5,000 plus a week of community service.  (FREEMAN)
