Talisay SP backs construction of isolation cell at city jail

CEBU, Philippines - The Talisay City council is asking Mayor Johnny Delos Reyes to set aside funds for the construction of an isolation cell for uncontrollable inmates at the Maghaway Detention and Rehabilitation Center in barangay Maghaway. 

Councilor Danilo Caballero, who authored the proposed resolution, said there are times when some detainees cause trouble inside detention cells and has suggested building a “bartolina,” or isolation cell. 

“Prisoners of Talisay City jail are not just detained but also undergo rehabilitation,” Caballero, who is the vice chairman of the City Peace and Order Council, said. 

Last year, city jail warden Chief Inspector Gil Inopia was held hostage by a German national. 

Thomas Michael Ruhland, 39, asked to speak with Inopia regarding his request to be allowed to see a dentist.

SPO1 Mikie Espina of the Talisay City Police Station said Ruhland was allowed to enter the warden’s office.

The German national reportedly handed Inopia a letter containing a list of his demands. â€” (FREEMAN)
