JVR reorganizes CH disposal committee
CEBU, Philippines - Talisay City Mayor Johnny De los Reyes has re-organized the local disposal committee, the specific task of which is to facilitate the disposal of its properties.
This after the city council authorized him, through the General Services Office, to undertake expeditious disposal of all unserviceable government properties, subject to Commission on Audit (COA) rules and regulations.
Councilor Richard Francis F. Aznar, who is the chairman of the committee on city properties and regulations on disposal of government properties, said audit rules and regulations dictate a disposal committee be created by the local government unit with the specific task to undertake the disposal of its properties.
The local government mandates proper property and supply management in the local government units, which include the disposal of properties that are unserviceable, serviceable but no longer needed, or to be disposed of as requested by the user in special cases.
PD No. 1445, otherwise known as the “Government Auditing Code of the Philippines†provides that when government property has become unserviceable for any cause, or is no longer needed, it shall, upon application of the officer accountable therefore, be inspected by the head of the agency or his duly authorized representative in the presence of the auditor concerned and, if found to be valueless or unsalable, it may be destroyed in their presence.
“It further provides that if found to be valuable, it may be sold at public auction to the highest bidder under the supervision of the proper committee on award or similar body in the presence of the auditor concerned or other duly authorized representative of the commission,†he said.
Aznar said the disposal of unserviceable government properties prevent further deterioration thereby obtain a fair return in case of sale. – (FREEMAN)
