ABC head cites importance of CCTV cameras in villages

CEBU, Philippines - The compulsory installation of closed-circuit television (CCTV) camera system in villages in Talisay City would, among other things, help combat criminality, Association of Barangay Council president Charles Basillote, who is also an ex-officio in the city council, said.

He also believes the system will aid in the monitoring of disasters. 

“The installation of CCTV cameras in every barangay is a clear manifestation of the city’s intention to promote the general welfare of the people as it will aid in the monitoring and assessment of disasters,” Basillote said. 

Under the General Welfare provision in Section 16 of R.A. 7160 or the Local Government Code of 1991, it is stated that every Local Government Unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare… maintain peace and order, and preserve the comfort and convenience of their inhabitants. 

Basillote pointed out that the National Disaster Risk Reduction and Management Plan of 2011-2028 clearly requires every LGU to come up and install facilities and equipment to better monitor disaster critical areas and evaluate the chances of impact reduction. 

At the same time, he said the system will also help the police in gathering leads and other relevant information necessary in solving a case. 

Under Article 2, Section 28 of R.A. 7160 and as governed by the provisions of Republic Act No. 6975, otherwise known as “The Department of the Interior and Local Government Act of 1990,” the Local Chief Executive can employ or adopt strategies to aid the operations of the police force in his city of jurisdiction. 

In his proposed resolution, Basillote recommends the installation of CCTV cameras in strategic areas of the 22 barangays in the city. 

He also requested the city budget officer to allocate a substantial amount for the installation of the cameras. â€“ (FREEMAN)
