JVR to Soc: Stop hiring job orders

CEBU, Philippines - Talisay City Mayor-elect Johnny delos Reyes has asked outgoing Talisay City Mayor Socrates Fernandez to refrain from appointing job orders in the mayor’s office. 

“In due time, our new set of work force in the city government of Talisay will assume its post,” delos Reyes said in a letter addressed to Fernandez.  

The incoming mayor also requested Fernandez that the same order be issued to all department offices.

It has become the custom of outgoing mayors to hire more than the average number of casuals and job order employees after election week, with the seeming aim of putting incoming administration officials in a bad light the moment because they would have to fire the excess number of job orders.

The change of administration on June 30 will see hundreds of job order employees and casuals without work. 

In an interview with The Freeman, Fernandez said job order employees understand that there will be termination of employment when a change in administration happens.

“The power to appoint employees ceases at the end month of June. Understandably, I have no power to appoint anyone, any job order when my time is due, and that is after June 30,” Fernandez said. 

City hall presently has in its employ more than 1,000 job orders and most of them are under the quota system of outgoing officials.

Some of them have been with city hall for more than three years and their contracts will end on June 30.  (FREEMAN)
