Barangay eyes property for cultural, sports activities

CEBU, Philippines - The barangay San Isidro council in Talisay City has asked the city government for funds for the purchase of a property that has long been used as a venue for socio-cultural and sports development activities.

In a proposed resolution, Vice Mayor Alan Bucao has asked Mayor Socrates Fernandez to allocate P500,000 for Barangay San Isidro as 15-percent deposit for the fair market value of the property used as a multipurpose and basketball court subject to expropriation.

RA 7160 otherwise known as the Local Government Code of 1991 provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare.  

“The barangay has seen the urgent need to provide constituents a place where they can hold various activities like programs during fiestas, house the holding of big gatherings and venue for tournaments and other indoor sports and meetings,” Bucao said. 

The vice mayor said the barangay hall has long been used by the barangay as venue for its different socio-cultural and sports activities.

Bucao’s wife, Marietta is the barangay captain of San Isidro.

Act. 32 of the Rule VI on the Eminent Domain that an LGU may, through its chief executive, exercise the power of eminent domain for public use, purpose, or welfare of the poor and the landless, upon payment of just compensation, pursuant to the provisions of the constitution and pertinent laws.  (FREEMAN)
