CEBU, Philippines - Twenty officers from the Public Information Office from the different municipalities and cities in Cebu gathered in Mandaue City last Friday for a tour and familiarization of the city’s best practices.

The group went to barangay Lower Tipolo to see how the area was transformed from a muddy flooded area into what is now a simple subdivision of informal settlers.

More than 200 houses are now being managed by Lower Tipolo Homeowners Association Inc. (LTHAI).

Each two-story structure has a measurement of 32 square meters in land area and 64 meters in house area using indigenous materials, specifically interlocking compressed earth block (ICEB) or brick which the organization assisted by PACSI manufactures it.

The project sits on a 9.2 hectare property.

Other projects were shown to the visitors, among which was the automation project of city hall.

“We are grateful for the opportunity of seeing for ourselves how the community of informal settlers empowered themselves to own decent houses of their own and how the city improves its operation using modern technology,” said Carlo Duga-duga, president of Cebu Association of City and Municipal Public Information Officers (CAOCAMPIO).
