Kin running in polls two cops moved to another station

CEBU, Philippines - At least two policemen in Talisay City were removed from their posts and transferred to the neighboring Minglanilla police station for the reason that they have relatives running for public office in the May elections.

SPO1 Isaias Cabuenas and PO3 Ray Bucao were relieved effective yesterday because City Councilor Celiapo Cabuenas and Vice Mayor Alan Bucao, who are seeking reelection, are reportedly their relatives. 

In an interview with The Freeman, Superintendent Elmer Lim, who is the new Talisay City Police Station chief, said guidelines for the implementation of the DILG-PNP Secure and Fair Election (SAFE 2013) contained in PNP Command Memorandum Circular 01-12, provides that PNP personnel who have relatives within the fourth degree of consanguinity or affinity who are candidates in areas where the PNP men are assigned shall be temporarily reassigned to other units.

“But they will be back in Talisay after the election,” Lim said, adding that the directive was meant to preempt any case of police officers showing bias toward or eliciting favors on behalf of certain candidates.

Lim wants to ensure peaceful and orderly elections in Talisay City. 

He also said Comelec checkpoints are being set up in cities and towns on account of the gun ban.

Checkpoints shall be placed in lighted places and marked with checkpoint signboards, Lim said. 

Carrying of firearms and other deadly weapons during the election period is an election offense under the Omnibus Election Code punishable by one to six years imprisonment as well as disqualification to hold public office, and deprivation of the right to suffrage. (FREEMAN)
