Mandaue dad seeks cash incentives for employees
CEBU, Philippines - Mandaue City Councilor Beethoven Andaya has drafted an ordinance which seeks to grant cash incentives to all employees of the city government.
Andaya proposes that all regular employees be given P8,000 each, job order employees P5,000 each, Clean and Green employees and Barangay Health Nutrition Workers(BHNW) P3,000 each.
Andaya said the granting of incentives this year is in response to a DBM circular released December last year which sets the guidelines in granting productivity enhancement incentives for 2012.
The circular stipulates that the local government code of 1991 states that’s the appropriation whether annual or supplementary for personnel services of the local government units shall not exceed 45 percent in the case of 1st to 3rd class provinces, cities, and municipalities.
Andaya said there are no restrictions from the Commission on Audit (COA) for the granting of incentives since the city has not yet exceeded its 45 percent personnel services appropriations, hence, he drafted a proposal which was approved on first reading by the city council last Wednesday.
Andaya said the cash incentives will be given to employees when the city marks its 43rd Charter Day celebration on August 30.
