Doctor mulls suit vs. LTO-7's Aguilos

CEBU, Philippines - A Doctor who owns a drug testing laboratory located near the Land Transportation Office (LTO) is contemplating filing a complaint against LTO-7director Raul Aguilos in the Office of the Ombudsman Visayas.

Dr. Danilo Dionson, who owns a drug testing laboratory, which is accredited by the Department of Health, is accusing Aguilos of favoring one drug testing laboratory to conduct laboratory tests at the new LTO office at J Centre Mall in barangay Banilad, Mandaue City.

Dionson said he only learned from newspapers about the transfer.

He also said he would seek an audience with the Ombudsman office so that he and the other existing drug testing centers near the LTO in barangay Looc would know the real reason behind the proposed transfer.

He said he and other drug testing owners are not satisfied with the Aguilos’ statement that the transfer of LTO offices will be undertaken in strict compliance with department order no. 2007-33 dated June 4, 2007.

Dionson said he and four other owners of drug testing laboratories around the LTO district office were never informed about the plan and if the transfer pushes through, they will all lose their source of revenue.

He said they merely rely on LTO clients who have to take laboratory tests, a requirement for securing a driver’s license.

He also said they would request the city government to help them prevent the transfer of the LTO to J Centre mall.

But Aguilos in a letter to Dionson explained that the transfer is part of the agency’s program to achieve a world class standard for public service.
