CEBU, Philippines - Of the 91 projects implemented by the Mandaue City government last year, only 20 contracts were submitted to the Commission on Audit (COA) for review, state auditors said.
COA also noted that seven of the 20 contracts submitted were not included in the accomplishment report, which would reportedly show that Mandaue has not set in place mechanisms that would properly monitor and control the recording of projects implementation. The absence of records would reportedly cast doubt on the reliability of the reportedly accomplishments.
The seven projects reportedly involve improvement and rehabilitation of school buildings.
The 91 projects implemented last year amounted to P116,759,154.80.
COA said Mandaue has violated COA circular NO.2009-001 dated February 12, 2009 which requires that local government units, its controlled corporations and subsidiaries must submit for review the contracts that they implemented within five working days.
City engineers said they are not aware that they have to submit accomplishment reports to COA so they immediately submitted a revised report. - THE FREEMAN
