CEBU, Philippines - A barangay captain in Mandaue City suspects that garbage from Lapu-Lapu City is being dumped in his barangay.
Barangay Labogon captain Damaso Tumulak said he has learned that garbage collected from a private company in Lapu-Lapu City ends up in his village.
Tumulak led last week a massive cleanup drive in his barangay.
