Guidelines out for street party

CEBU, Philippines - The Lapu-Lapu City Historical and Tourism Commission has released the guidelines for the holding of the "Kadaugan Street Party" on April 30 along M.L. Quezon Avenue Highway in barangay Pajo. The party forms part of the celebration of "Kadaugan sa Mactan."

Lapu-Lapu City Councilor Harry Don Radaza, who spearheads the preparations, said the guidelines are designed to avoid problems from cropping up during the celebration.

Contingents that will join the "Rampada" should each have a minimum of sixteen members, with at least eight female performers, inclusive of one female lead dancer who will act as Bulakna, the wife of Lapu-Lapu.

The "Kadaugan Street Party" committee will provide the official beat for every contingent. Every contingent may add music in their "entro" and "extro."

Creative dance steps, chants, yells, movements, props, and other details of the performance must conform to normal standards of morality and good conduct.

Costumes, props, and accessories must likewise be in the context with the chosen theme. Contingents are encouraged to use indigenous designs and recycled materials.

Most importantly, Brazilian inspired costumes must be followed.

Fireworks and live animals are not allowed.

Dangerous stunts/acts are highly discouraged.

Participants are prohibited from exhibiting or manifesting acts or gestures that are offensive to any group or movement.

In the event of any violation of this rule, the committee reserves the right to discontinue the performance of the offending contingent.

To avoid disturbance, performers shall refrain from drinking alcoholic drinks before and during the parade to avoid acts that are derogatory towards self or to others.

Violators shall be dealt with by the committee on peace and order of the Philippine National Police.

In compliance with the existing law against child abuse, participation of infants or toddlers is strictly prohibited.

The city government has allocated P130,000 for prizes. – THE FREEMAN
