Newly elected barangay officials attend training

CEBU, Philippines - All 27 barangays in Mandaue City are participating in the two-day Barangay Newly Elected Officials Training Program, which is held in five batches from March 16 to April1 at the Sarrosa International Hotel and Suites in Cebu City.

With the theme "Laying the grassroots Empowerment for Accountable and Transparent Barangays (GREAT Barangays)," the seminar is attended by barangay captains, barangay councilors, SK chairmen, barangay secretaries, and barangay treasurers.

ABC president and barangay Subangdaku captain Ernie Manatad, in coordination with DILG-Mandaue city director Jhoaden Lucero, spearheads the training which is one of the priority programs of the city government.

The topics being discussed in the seminar include four parts: Part 1 focuses on the general orientation on barangay governance and administration which includes the basic barangay development planning, basic barangay finance, and basic barangay legislation; Part 2 touches on improving transparency and participation on basic principles of community mobilization, maximizing barangay based Institutions, barangay assemblies and pertinent LGC provisions on CSO and PO participation in governance.

Part 3 concentrates on enhancing performance through accountability while part 4 is all about laying the grounds for development containing the strategic management, visioning exercise, and the barangay agenda for governance and development (GAD).

Pertinent legal matters on barangay governance are also being discussed.

Resource speakers come from the Local Government Operations Officers (LGOOs) assigned in Lapu-Lapu City, Danao City, Minglanilla town, and DILG Cebu province.

Salient features of the procurement law is fully conversed by the service chief of the Technical and IT Services of aCOA-7 while the basics of barangay development planning and laying the grounds on development is comprehensively discussed by DILG-Mandaue City director Jhoaden Lucero.
