CEBU, Philippines - The Talisay City Police Station is set to reorganize the Talisay City Intelligence Bureau (TCIB), or what was formerly known as the Barangay Intelligence Network (BIN).
Inspector Hugo Rio Ipong said records show that TCIB has more than 100 members but most are inactive.
Of this number, only about 20 assist the city police in special operations and at checkpoints, he said.
As alleged, some members were only after the identification card and the free T-shirts, and other personal reasons other than serving the community.
With this, Supt. Henry Bi±as said the police have introduced some changes in the recruitment process to prevent individuals from exploiting the privileges later.
Ipong made clear to would-be applicants that the TCIB membership is voluntary and no remuneration is involved.
However, the police find it difficult to keep members in the fold because of the absence of reward, and Bi±as said.
Meanwhile, the new recruits will now have to undergo seminars and training that focus on how to handle crowd, manage motorists at checkpoints, among others.
