The eye of typhoon "Ester" was estimated at 4 p.m. yesterday at 590 kms northeast of Basco, Batanes with maximum sustained winds of 150 kph near the center and gustiness of up to 185 kph. It is forecast to move north-northwest at 19 kph. The southwest monsoon affects Luzon and Western Visayas.

Public Storm Warning Signal No. 1 is hoisted in the Calayan and Batanes groups of islands, which will have winds of 30-60 kph.

Luzon and Western Visayas will have occasional monsoon rains, becoming frequent over Western Luzon. Mindanao will be mostly cloudy with scattered rainshowers and thunderstorms.
