The eye of typhoon "Ester" was estimated at 2 p.m. yesterday at 540 kms east-northeast of Basco, Batanes with maximum sustained winds of 165 kph near the center and gustiness of up to 200 kph. It is forecast to move northwest at 9 kph. A southwest monsoon affects Luzon and Western Visayas.

Public Storm Warning Signal No. 1 is hoisted in northern Cagayan, including the Calayan and Batanes groups of islands, which will have winds of 30-60 kph.

Luzon and Western Visayas will have occasional monsoon rains, becoming frequent over Western Luzon.

The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms, mostly in the afternoon or evening.
