Joey Salceda returns to Cabinet as Marcos’ legislative liaison chief

MANILA, Philippines — Former Albay representative Joey Salceda has been appointed by President Ferdinand Marcos Jr. as the new chief of the Presidential Legislative Liaison Office (PLLO) with the rank of secretary.

The appointment was confirmed by Palace Press Officer Claire Castro during a press briefing on Tuesday, July 21.

Salceda returned to the President’s Cabinet after almost two decades. He previously served as presidential chief of staff to former President Gloria Macapagal Arroyo in 2007.

He is also an economist who served as Albay's 2nd District representative from 2016 to 2025.

During his term as a lawmaker, he was among the principal authors of tax-related measures such as the Tax Reform for Acceleration and Inclusion (TRAIN) Law and the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act.

The PLLO is the primary agency that coordinates between the executive and legislative branches of government, including both the Senate and the House of Representatives, to advance the administration’s legislative agenda.

In 2025, Marcos issued Executive Order No. 90, which reorganized the office and placed it under the direct control of the Office of the Executive Secretary.

In a statement, Salceda accepted the role and thanked Marcos for the appointment.

“The most important resource of this administration is time. And with precious time and enduring support for the President in Congress, I humbly accept the immense challenge of passing the remaining major items of the President’s policy agenda,” Salceda said, as reported by Philippine News Agency.
