Archival meets new CCPO chief
CEBU, Philippines — Over the weekend, Mayor Nestor Archival met with the acting director of the Cebu City Police Office, Colonel Arnel Apud, and the chiefs of the city’s 13 police precincts to set safety priorities and assure the public that peace and order programs remain firmly in place following the reassignment of Colonel George Ylanan.
Archival stressed, “Importante kaayo ang close coordination between the Cebu City Government and our police force.”
The mayor said they want to strengthen their efforts in crime prevention, faster response, and community safety programs together.
“Aron mas mapanalipdan ang matag Sugboanon,” he said.
The meeting came after the leadership transition at the CCPO. After six months in office, Ylanan formally left his post as city director and was reassigned to the Regional Comptrollership Division of the Police Regional Office (PRO)-7.
The City Council passed a resolution commending Ylanan for his exemplary leadership. The measure, filed by former police official turned city councilor Pablo Labra II, cited his role in securing the Sinulog Festival 2026 and the Association of Southeast Asian Nations (ASEAN) Summit 2026, both of which concluded peacefully despite massive crowds and international delegations.
Ylanan’s tenure saw a 3.56 percent drop in index crimes and a 9.64 percent decline in non-index crimes, alongside major anti-drug and anti-crime operations.
Apud, who previously served as Deputy Regional Director for Operations of PRO-7, has stepped in as acting CCPO chief.
The CCPO has intensified its Safer Cities Initiative through Oplan Bulabog, Oplan Bakal Sita, and Oplan Pakigsandurot.
