Full Text: ICC warrant of arrest for Ronald 'Bato' dela Rosa
The International Criminal Court has made public its arrest warrant against Sen. Ronald "Bato" dela Rosa.

MANILA, Philippines — The International Criminal Court has made public its 16-page arrest warrant against Sen. Ronald "Bato" dela Rosa, accusing the former Philippine National Police chief of crimes against humanity tied to killings carried out during the Duterte administration's anti-drug campaign.

The warrant, initially issued confidentially under seal by ICC Pre-Trial Chamber I on Nov. 6, 2025, alleges that Dela Rosa was liable as a co-perpetrator in the killing of at least 32 people between July 2016 and April 2018.

According to the document made public Monday night, May 11, ICC judges found "reasonable grounds to believe" that Dela Rosa participated in a "common plan" to kill individuals identified by authorities as alleged criminals or drug offenders, first in Davao City and later on a nationwide scale after he became PNP chief.

The chamber cited Dela Rosa's implementation of anti-drug operations, issuance of police campaign orders, public statements allegedly encouraging killings and placement of officers in key positions as among the acts that substantially contributed to the alleged crimes.

The ICC also said it ordered Dela Rosa's arrest instead of issuing a summons because it found "no reasonable expectation that he would cooperate" with the proceedings, citing his public remarks against ICC investigators and people cooperating with the tribunal. — with reports from Cristina Chi
