10,000 PDLs to be moved from New Bilibid, says BuCor

MANILA, Philippines — Around 10,000 Persons Deprived of Liberty (PDLs) will be transferred from the New Bilibid Prison to other penal facilities nationwide to ease congestion, Bureau of Corrections Director Gregorio Catapang Jr. said.

In an interview on Thursday, February 12, Catapang said that of the roughly 22,000 PDLs currently held at the Muntinlupa facility, about 10,000 would be relocated.

The transfer would reduce the prison population to about 12,000. New Bilibid Prison has a designed capacity of fewer than 6,500 inmates.

Catapang also said the local government of Nueva Ecija has donated 60 hectares of land in Palayan City for the construction of a new penal facility.

"Para sa mga makukulong sa BuCor na taga Luzon pero north of Metro Manila," Catapang said. (For BuCor inmates residing in Luzon areas north of Metro Manila.)

Flood control convicts

Catapang said individuals convicted in the flood control corruption case would be transferred to the Sablayan Prison and Penal Farm in Occidental Mindoro.

"Opo, doon po sila sa supermax sa Sablayan," he said. (Yes, they are being held at the Supermax facility in Sablayan.)

"Ongoing naman yung mga construction. Hopefully we can adjust kung ano yung mangyayari," Catapang added. (Construction is still going on. Hopefully, we can just adjust depending on what happens.)

Asked whether those convicted in the flood control case could request detention in Metro Manila, Catapang said there is insufficient space at New Bilibid Prison.
