MANILA, Philippines (Updated 4:00 p.m.) — Former Department of Public Works and Highways (DPWH) district engineer Henry Alcantara said he will stand by his earlier statements on the anomalous flood control projects.

Lawyer Emil Karlo Joven, legal counsel for Alcantara, in a statement denied claims that Alcantara had recanted testimonies previously given before the Senate Blue Ribbon Committee.

“Recent claims circulating on various news outlets and from certain social media personalities alleging that former Bulacan 1st District Engineering Office Engineer Henry C. Alcantara has recanted his earlier testimony given during the hearings of the Senate Blue Ribbon Committee, or statements in any other proceedings, are categorically false and misleading,” Joven’s statement read.

“In short, Engr. Alcantara is not recanting his prior statements,” he added.

Alcantara arrived at the Department of Justice on Tuesday, January 13, for the continuation of the preliminary investigation on the flood control projects in Bulacan.

However, when asked if he would recant his statement, he did not answer.

Joven added that Alcantara remains "steadfastly committed" to cooperating with the DOJ, explaining that he entered into a Memorandum of Agreement with the agency, which is a formal prerequisite for his regular admission into the Witness Protection, Security, and Benefit Program

"In deference to the investigative process, the evaluation of the statements of Engr. Alcantara as well as that of the other parties and respondents in the various cases, is properly left to the Honorable Panel of Prosecutors, consistent with law and established procedure," he said.

Claims of Alcantara's possible recantation surfaced this week. It could be recalled that Alcantara also recently turned over to the DOJ a total of P181.37 million as part of his commitment to restitute the government of the total of P300 million, which he admitted to have illegally amassed as kickbacks from flood control projects.
