MANILA, Philippines — The computers and files of the late undersecretary Maria Catalina Cabral that were ordered summoned by the Office of the Ombudsman have been handed over by officials of the Department of Public Works and Highways (DPWH).

The handover of the electronic devices and files was confirmed by Assistant Ombudsman Mico Clavano on Tuesday, December 23, saying that “it will remain sealed” until the office is “able to do a digital forensic test.”

According to a separate statement by the DPWH, the computer and files cover the past 10 years that Cabral worked at the agency.

“Tiniyak ng DPWH na makikipagtulungan ito sa mga awtoridad at mga kaukulang ahensya na nangangasiwa sa imbestigasyon,” DPWH’s statement read.

(The DPWH assured that it will cooperate with the authorities and the relevant agencies overseeing the investigation.)

On December 22, the Ombudsman issued a “subpoena duces tecum” on the electronic devices and files of Cabral, who died in a fall in Benguet on December 19.

According to Clavano, the devices will be subjected to forensic examination by a law enforcement agency to "determine whether any data was altered, deleted, or tampered with after the Flood Control Scandal was first made public."

This comes after Rep. Leandro Leviste disclosed that he has documents detailing the proponents of multi-billion-peso budget “insertions” within the DPWH across the country, which he claimed were provided by Cabral.
