LTFRB to penalize TNVS drivers who cancel passengers’ bookings
MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) on Thursday, December 11, announced that it will impose fines on Transport Network Vehicle Services (TNVS) that cancel passengers’ bookings.
LTFRB Chairman Vigor Mendoza II said the measure comes in response to reports of rampant cancellations during the holiday season. The fines will be imposed as follows:
- First offense - P5,000
- Second offense - P10,000, and impounding of the unit for 30 days
- Third and subsequent offenses - fine of P15,000 and cancellation of the Certificate of Public Convenience where the unit is authorized
The order was made official through LTFRB Memorandum Circular 2025-055.
Drivers who cancel bookings after accepting and confirming them on the app are considered in violation of Refusal to Convey Passengers, which is punishable under Joint Administrative Order 2014-01.
Under the new memorandum, fines can be imposed if a driver cancels a booking for refusing shorter trips in favor of more profitable ones, or if they discriminate against vulnerable groups such as senior citizens and persons with disabilities.
The LTFRB will also investigate cases of repeated offenses, reviewing company log systems to determine if a driver has deliberately and repeatedly refused service to certain areas, times, or passengers without just cause.
Mendoza added that such booking cancellations by drivers compromise the time and convenience of commuters.
“This is also a matter of safety and welfare of the passengers because it involves hope of convenience and all of a sudden, the booking is cancelled. What if it also involves emergency situations and then suddenly it is canceled for no reason," Mendoza said.
The new order will also penalize TNVS companies that fail to monitor or control drivers found to be repeatedly canceling bookings or discriminating against passengers.
