MANILA, Philippines — The Makati Business Club (MBC) is pushing for third-party monitoring in the bidding for government projects to promote transparency and prevent corruption.

“I think it’s going to take direct intervention on the part of the government to put in a third party to really scrutinize all of these biddings,” MBC executive director Rafael Ongpin told reporters yesterday on the sidelines of the Ricardo Romulo inaugural lecture series.

Ongpin was asked about measures needed to deter bid-rigging and promote transparency in government bidding processes.

At present, the Philippine Competition Commission (PCC) is probing the alleged anti-competitive conduct in the procurement of flood control projects.

PCC chairman Michael Aguinaldo said the antitrust authority received last week new referrals from Public Works Secretary Vince Dizon.

The PCC, he said, is gathering evidence and firming up the case.

“It’s a priority… We’re trying to speed it up,” Aguinaldo said.

Contractors who engaged in bid-rigging of flood control projects will face fines of up to P275 million under the Philippine Competition Act, the PCC said earlier.

Major infrastructure firms with a good track record are likely to participate in bidding for flood control projects if processes are transparent and fair, Ongpin said.

Amid issues raised by businesses with revenue agencies such as the Bureau of Internal Revenue (BIR) and Bureau of Customs, the MBC believes digitization would be key to preventing corruption.

Ongpin said the MBC recently met with Finance Secretary Ralph Recto and BIR Commissioner Romeo Lumagui Jr. to address issues.

“What we’re asking for is digitization. Pure and simple. You should be able to get your taxes assessed and pay them entirely without human intervention because human intervention is where you get a few problems,” Ongpin said.
